According to Kiev General Plan, main parking areas are going to be built on traffic junctions, where city electric trains, trams and metro meet. Using this, a Kiev citizen can leave his/her car and get on the public conveyance.
“In an economical way we should limit the number of cars that move in the city centre. There are four hectares on Gorkovo Street that can be used for the elevated parking. Also there is free space in Europe square. It’s necessary to create the bypass tunnels and highways which will make driving to the centre economically unattractive. We are not going to take money for entering the city. A person must have a choice whether to stop his or her car in the centre by paying three euro, or to pull over before it and spend only two hryvnas. After that, we have to press on the Motor Vehicle Inspection to make them secure the unauthorised parking situations”, – said Sergey Bronevitzky, the head of the municipal service “The Kiev General Plan Researching Institute”, during an online conference.
According to Sergey’s words, it is currently more affordable to construct an elevation parking than an underground one. One parking place will cost approximately from $7 to $12 thousand, and the underground parking will be about €45 thousand.
“As an example – there is an Allianz Arena stadium in Berlin, where 25 thousand car-parking places are located. A parking day costs 2 euro. Same service in the downtown is reaching 5-6 euro for an hour. But there’s an electric train, which leaves the stadium every 15 minutes. I think we also need this structure – it is an objective to make the city centre free from private cars and to build the parking areas in transfer junctions”, says Bronevitzky.
Thus, according to Bronevitzky’s words, the Kiev General Plan declares the advantage of a pedestrian over the driver and of the public transport over the personal one.
